I've only played through this one time but since nobody has answered I'll give it a go. There is a way to raise the ramp. Find the horizontal poles. Jump up and stand on the first one. Now you need to do a wall jump from the pole to the wall and up again to the top pole. Then jump to the ledge and the column will lower, causing the ramps to raise up.
