I bet not only did the parents not paid for the toys that he gotten, he also didn't get it through the correct method of putting coins in it and attempting to get them with the claw and continue putting coins in it until he was able to get each one with the claw.

These parents are rewarding negative behavior and spoiling him and teaching him it's okay to take something that doesn't belong to him:

i.e. it's okay to steal!
