I guess they look at the stats of the kicker and if he's not good on long kicks then it's a good option. Now that I am aware of the play itself I think it's a great idea to keep someone out there on long field goals.

One football player was near the goal post in case he missed the goal posts on such a long kick. So I can only assume that if you miss the posts and catch it you can run it back. I never saw it before but apparently it's ok.
